Who We Are
Fractional executive leadership for growth-stage IC and DoD contractors who need a senior operator in the seat, not another consultant with a deck.
The Tacitus Group puts senior operators inside growth-stage IC and DoD contractors and owns the outcomes. The firm is built on more than two decades of operational leadership at the senior levels of the Intelligence Community and the Department of Defense; that is the credential, and it is not one a competitor can buy laterally. Four named engagements carry the work: Operating Partner (Chief Administrative Officer), Right Hand (Chief of Staff), Executive Office (Office of the CEO), and VP of Operations (running your PMO). You get C-suite operational leadership without the cost or the multi-year lock-in of a full-time hire.
We place a senior operator in your leadership team on a fractional basis (in the chair, not on a retainer answering email). Not an advisor who hands you a deck and leaves. An operator who sits in the seat, runs the meetings, makes the calls, and carries the outcome. Every engagement has a transition plan from day one; we operate the seat, build the capability underneath it, and hand the keys back. When we leave, you run the firm at a higher level than the one we walked into, and you run it without us.
We know how the government customer actually operates, because we were the government customer. That is a different thing from knowing how to sell to one.
The fractional GovCon market is crowded on the financial-compliance side; accountants, growth specialists, fractional CFOs. None of them sells what we sell: operational executive leadership from people who ran the senior staff inside the IC and DoD. Those seats are staffed two ways: the firm's Partners, Managing Directors, and Principals hold them directly, and the Tacitus Network extends the bench beyond the firm's leadership. The Network is an invitation-only group of cleared senior IC and DoD alumni (former agency Chiefs of Staff, Staff Directors, senior front-office leaders); together they staff the Operating Partner, Right Hand, and Executive Office engagements.
The work travels. Organizational design, talent strategy, program governance, change management, scaling a founder-led company; none of that is GovCon-specific. Any growth-stage business hits the same wall: it has outgrown founder-run operations but cannot yet justify a full-time Chief Administrative Officer, Chief of Staff, CEO Office, or VP Operations. That is the gap we fill, inside the national security market or adjacent to it.
Where We Come From
The foundational experience behind Tacitus is earned by our leadership team's and Tacitus Network's pedigree of holding the same roles in the IC and DoD. Tacitus built its operating discipline inside the institutions that run national security, at the staff-director, chief-of-staff, and program-leadership level. That is what we bring to every client engagement.
Plus 12 years in private-sector GovCon delivery at Booz Allen Hamilton, owning $200M+ in IC task-order portfolios. The same operator's view of the work, from both sides of the contract.
Six things a competitor cannot copy by writing a check or hiring laterally.
We spent our careers as senior staff officers and executives inside the IC and DoD, not consultants studying them from across the table. When we read a contractor's problem, we read it the way their government customer will. That is the lens, and most competitors do not have it.
Senior staff and front-office roles at the top of the national security enterprise. That is a different résumé than a commercial GovCon COO; useful, but earned from the contractor's side of the table. We earned ours inside the IC, where the requirements originate.
We lead with the operational backbone: org design, talent strategy, program governance, change management, the unglamorous machinery that decides whether a company scales or stalls. Most fractional firms lead with finance and compliance. We start where the company actually breaks.
An invitation-only group of cleared senior IC and DoD alumni: former Staff Directors, program managers, Chiefs of Staff, front-office leaders. This is the bench that staffs the Operating Partner, Right Hand, and Executive Office engagements alongside the firm's own leadership; a talent pool a competitor cannot reach without the clearances and the relationships to recruit inside it.
Founders and CEOs serving IC and DoD customers treat us as peers, because we operated at their customer's level (in several cases, we were their customer). For a company whose whole business depends on that relationship, customer-side credibility is the most valuable thing in the room.
None of this is GovCon-specific. Organizational design, talent strategy, scaling a complex organization; the same competencies move directly to any growth-stage company making the jump from founder-run to professionally managed. The market is where we start, not the limit of where the work applies.
A discipline, not a disclaimer.
We do not publish a client list. Engagements at this level touch the parts of a company no one puts on a website: leadership dynamics, operational gaps, strategic posture, and often the quiet preparation for an ownership transition. Those are the client's to disclose, not ours.
References are available on request, with the client's prior consent. Past that, the work speaks through the people who choose to talk about it.
